I am a Director in the Human Capital practice of Deloitte consulting focusing on the Public Sector. I am a member of the Organisation Design (OD) team with experience in designing and implementing organisation design and change to address strategic and operational issues. My experience in designing and delivering operating models enables me to build teams to provide solutions with process, systems, asset and people elements. Also my extensive experience in implementation allows me to design sustainable change programmes. I have held both consulting and operational roles at a senior level and can act as the focal point for any organisation design programme.

Transformation Programme Central Government Department
Julian was a programme work-stream lead for a transformational Organisation Change programme as well as playing a key role in managing the implementation of the organisation design. Julian led a combined client and Deloitte team to design a full OD solution comprising process, structure, systems and behavioural elements.
Julian developed and owned senior client relationships including the Permanent Secretary and Executive Board.
Julian also led the resolution of some key complex issues in programme implementation including workforce management strategy.
Programme and Organisation Design Lead for a Government Authority – Julian led the formation of a robust change programme. Julian also led an organisation design workstream to address the key capability gaps faced by the client, designed and implemented the key interventions associated with the client’s new operating model.

Julian led a two year project to review the a UK ISP's broadband product and to consider the feasibility of developing a wholesale solution for third parties. Julian performed a qualitative strategic review of the proposed wholesale market , built a quantitative model to assess market size, revenues and profitability and scenarios, conducted an organisational review of the current solution, negotiated with key suppliers and partners and developed an end-state organisation and change management plan. This led to significant savings for the client in excess of £100m.

Julian was responsible for controlling the network and technology budgets in excess of €600m per annum. Julian’s primary responsibilities and achievements were he:
• implemented a cross-Europe network reporting and quarterly budget reviews
• developed a cross-Europe deal approval processes and review of material deals
• focussed on AOL Europe Broadband strategy, competitor reviews and access strategy
• identified and implemented cost saving measures resulting in multi-million Euro savings.
• led the thinking and execution of the customer valuation processes which provided the basis for customer retention decisions
• provided enhanced commercial input and review of business decisions including the launch of new price plans, purchase of new facilities and product development
